Is there help for older children?

I am working with children in an orphanage in Eastern Europe. Some of the children, ranging from age 9 to 13, have CP and have received virtually no treatment. Is there any treatment available for these children at this stage? The doctors at the orphanage say there is not, but I want to get another opinion.
