can migrain and white lesion on MRI lead to MS diagnosis?

i have migrain average once every two weeks. The migrain started 10 year.
3 years ago I did MRI, the scan showed some white spot, i went to see a neorologist, he said i am fine, it is just migrain, this year I did another MRI scan and went to see another neorologist, he said there are some change on white spot, although the changes are not that much. so he diagnosed that I had MS but there is no treatment can be done at this point. I have doubt, I don't have any other MS symptom, I only have migrain, each time my migrain started with the stress on my nose. sometimes I use the nose spray, it will stop the headache, sometimes it doesn't work. I wonder if anyone can tell me if MS dianosis can be made solely on MRI white lesion. could the diagonis be wrong? and can anyone recommend any good neorologist in California Bay area who is every experienced with MS I want to make sure the diagnosis is correct.

any help is greatly appreciated.
