Staring or Fixation

My mom has advanced PD with most of the normal symptoms. She also has Alzheimer's Disease. Lately her neck is rigid and she stares up whether she is sitting, standing, walking or eating. I have not read where anyone addresses that on the forum. Is that a normal symptom and is it the PD or Alz?
