My son has been dealing with complex partial siezures [seizures] for over ten years. He has the VNS implanted and it did help, especially during a siezure [seizure]. He has now developed, what has been described as a focal siezure, so now he suffers from both the convulsive and the focal siezure. I don't know if this will help at all but I'll give it a try. I have epilepsy and I am also an EEG technologist. You mentioned that your son had an injury to his left temporal lobe. It may be possible that he injured the area that controls the hand/arm on the right side. If you pick up an anatomy/physiology book and look up the motor humonculus it shows a strange looking picture of the brain and where each body part is controlled. The hand and arm are in the general area you are describing. This may be why his new seizures have developed. The term "focal" seizure simply means that it is coming from one area of the brain instead of the entire brain like a "generalized" seizure such as a tonic clonic (grand mal). Sometimes focal seizures (also known as partial seizures) can spread across the certain "super highways" in the brain like a grass fire and turn into generalized seizures. Hope this clears things up a little.
